If you’re eligible for more than 1 VA education benefit, find out how to request a change to the benefit you’re using. You can also request a change to the school you’re attending or the educational program you’re enrolled in, and we’ll send you a new Certificate of Eligibility (COE).
What kinds of changes can I request using this form?
These are the changes you can request:
- Switch to using a different education benefit at the start of your next enrollment period
- Transfer to a different school or training facility and get a new COE
- Change the educational program you’re enrolled in and get a new COE
- Change the source of your entitlement under Survivors’ and Dependents’ Educational Assistance benefits
How do I request changes to my VA education benefits and get a new COE?
You can request changes in any of these 3 ways.

Fill out a Request for Change of Program or Place of Training (VA Form 22-1995).

You can work with an accredited attorney, claims agent, or Veterans Service Organization (VSO) representative to get help requesting changes to your education benefits.
What information do I need to complete my request?
You’ll need your Social Security number. You may also need other information depending on your situation:
- If you want to use a different education benefit, you’ll need to provide the benefit you most recently used and the benefit you want to change to
- If you’re updating your direct deposit information, you’ll need your bank account and routing numbers
- If you’re under age 18, you’ll need your guardian’s information
- If you’re the dependent of a Veteran or service member, you’ll need the Social Security number or VA file number of the Veteran or service member
