Find the best way to get help with different types of VA debt.

Benefit overpayments

Your options will depend on whether you’re a Veteran or family member, whether you’ve requested help for the debt recently, and what type of help you need.

Request a repayment plan

You can request a monthly repayment plan to pay back your overpayments over time.

If you can pay back an overpayment in less than 5 years

If you can pay back an overpayment in less than 5 years, you can request a repayment plan online, by phone, or by mail:

If you need more than 5 years to pay back an overpayment

If you need to request a repayment plan of 5 or more years, you need to submit a Financial Status Report (VA Form 5655).

Request debt relief

If you need debt relief, you can request:

  • A compromise offer (ask us to accept a lower amount of money as full payment of the debt), or
  • A waiver (ask us to forgive the debt)

If you need to request a waiver or compromise offer, you need to submit a Financial Status Report (VA Form 5655).

Note: The time limit to request a waiver (debt forgiveness) is 1 year from the date you received your first debt letter.

Dispute your overpayment debt

If you think your debt is an error, you have the right to dispute all or part of the charges.

You’ll need to submit a written statement explaining why you think the debt is incorrect. If you dispute the overpayment within 30 days, you can avoid collection actions.

You can submit your dispute statement through our online form, through Ask VA, or by mail.

Option 2: Online through Ask VA

Follow these steps to dispute overpayment debt through Ask VA:

  1. Sign in with a verified account
  2. For the category, select Debt for benefit overpayments and health care copay bills
  3. For the topic, select the type of overpayment you’re disputing
  4. Answer the questions about your information
  5. When you get to the Your question section, enter if you’re disputing all or part of the overpayment and why you’re disputing this debt
  6. Upload your written statement and any supporting evidence

Appeal the VA decision that resulted in this overpayment

You can submit a Supplemental Claim or request a Higher Level Review or a Board Appeal.

Appeal a decision on a waiver request

First, you can ask our Committee of Waivers and Compromises to reconsider your waiver. To do this, you’ll need to tell us why you think we should reconsider. You can submit your request online or by mail:

If you disagree with our decision, you can request a Board Appeal. When you choose this option, you appeal to a Veterans Law Judge at the Board of Veterans’ Appeals in Washington, DC. A judge who’s an expert in Veterans law will review your case.

Appeal a benefit or waiver decision

To appeal a benefit decision that caused an overpayment, submit a Supplemental Claim, request a Higher Level Review, or a Board Appeal.

Health care copays

Request a repayment plan

You can request a monthly repayment plan to pay back your copay bills over time.

To request a repayment plan, fill out a PDF version of the Veteran Repayment Plan (RRP) Agreement (VA Form 10-323) and mail it to your VA Consolidated Patient Account Center (CPAC).

Mail your completed form to your CPAC. Don’t mail it to the VA facility where you receive care.
